I really need an answer to a question about a no backswing putt. USGA considers this a push.

No, they don't. You are making a forward swing, which is all that is required.

Is it OK to actually swing the club forward without having a backswing? I don't mean to actually push the ball with the club face but to hold the club about 3 or 4 inches behind the ball and swing forward making contact with the ball. There is a lot of disagreement on this. Need to know.

It is absolutely legal.
